No, this is not clear at all. They simply state that things happen and do not explain why it happens. They never mention: end caps, RNA processing by RNA polymerase immediately after synthesis, release factors etc. etc. There is a lot more detail left unexplained.

when an incoming NTP matches the complementary base, it adds with the 3′ OH (on the ribose) on the previous added nt (on the RNA strand), releasing pyrophosphate (=the beta and gamma phosphate), thereby creating the phosphodiester bond betweeen the alpha phosphate and the 3′OH. The RNA pol II contains a polimerization site that catalyses this process.
